Thanks for the response, not sure of axel type, its original mk 2 twin wheel, year 83. Put new bearing and oil seal in about a year ago and copied where the last one was, (flush with the hub) then found another leak between the brake plate and the sleeve that goes over the axel, so I,ve sealed this now. I'm just wondering have I copied something that was wrong in the first place, and the new brake cylinder is weeping a bit of fluid from the threads on bleed nut and brake pipe, what's the best thing to put on there ?

Yes, flush with the inner end of the hub is the right place, are there any wear rings on the shiny bit of the axle where the seal runs? If there are try moving the seal in a bit so it runs on a good bit of axle. Are the brake pipes tight? They should not leak if they are.
