My 1979 camper van Mk 2 failed its MOT on offside rear (low) rear brake application uneven andoff side rear (low) rear parking ( secondary) brakes imbalanced. I have taken the drum off and the brake pads have 3 to 4 mm on them, no leakage from cylinder. Can anyone tell me how to fix these problems , so I can get it retested.

Sounds to me like the "automatic" adjusters need adjusting so that the shoes are closer to the drum. The adjusters are supposed to adjust to compensate for brake shoe wear automatically, but rarely do. There should be a little spring loaded toothed doodah (cant remember what it called)that can be fiddled with to push out the shoes. The drum should be quite tight to the shoes when you're putting it back on. When all is done the braks should feel a bit sharper.
Failing that there may be air in the fluid and/or a failing handbrake cable.

i had a similar prob hand brake not working as it should cable seized new cable fitted still the same,shoes looked to have plenty on them replaced with new shoes, and works spot on ,if you dont want to put new on you can put some tin of a tin can round the end of the shoes so the pistons are pushing the shoes out a bit more giving the effect of thicker shoes

Sounds like you may have a partially seized wheel cyl and handbrake cable. Check the operation of both with the drum off
