How is it fixed to hardboard at moment?,you could try carefully removing cover from board, get a tin of 'trim fix' spray glue, stuffs really good, used it on mine to do interior, none of it's lifted at all, problem would be if it's already glued stretching vinyl when removing, just looks like boards not been covered all over with glue before vinyls been put on.

It's probably because they've been stored flat and now they're on a curved door

Try warming them up with a hair dryer. That might tighten up the vinyl. Did the panels get damp?

With that 'trim fix' stuff you need to cover whole area to be glued, any bits you miss tend to bubble/lift,so I think if you just push tube behind bubbles your gonna end up with more creases unless you get whole area covered(one bubble will split into two along glue line type thing). If you've got panel off could you not try (on side you don't see when fitted) if a bit of heat(hairdryer, not heatgun)to see if it makes easier to peel from board. Thing is when your glueing a panel down you start from the middle and work to the edges,so tbh it's gonna be a b***tard to get right without doing whole thing, gluing from edges in you just end up with bubbles in the middle.
Just read Fred's post,if the hairdryer trick works on the back, freds right, try it on front, may make glue underneath tacky again, but I'd try that on van with panel fitted so it will glue to panel when curved not flat.

So the glue isn't sticking cover to board where its bubbling when panel is curved.

Where these repro panels? If so I would complain.

If they were the ones Dan posted in another thread, it's likely the foam has broken up and the vinyl has lost the bond with the hardboard. If that's the case, the only thing to do is take a deep breath, carefully pull the vinyl off the board, apply some glue (I would use PVA not contact) and stick it back on.
